pspp-devel fails to build at least on 10.6:

This sounds like a case of a python version that is too old. Having the port use a MacPorts python instead of /usr/bin/python may help.

Appears fixed by using macports' python 3.7 in [08a27c76744e28de3082e52c95719375e74dc03e/macports-ports].
