Upgrading outdated port failed to update associated dependency

During a normal "selfupdate" and "upgrade outdated" cycle, I encountered the following error: 

Error: Can't install oniguruma6 because conflicting ports are active: oniguruma5
Error: Problem while installing oniguruma6
Error: Follow https://guide.macports.org/#project.tickets to report a bug.

The 'jq' port is the sole user of 'oniguruma5' My only recourse was to explicitly uninstall both then reinstall 'jq'.

I think it's worth noting that this error caused the entire "upgrade outdated" process to abort.

MP definitely needs to have more appropriate messages for this conflicting ports issue, something other than an error message asking users to open tickets for this.

Sorry, you need to forcibly uninstall oniguruma5 before you can upgrade (or reinstall) jq. Duplicate of #60788.
