You have bazel 2.0.0- (@non-git) installed.
Please upgrade your bazel installation to version 3.1.0 or higher to build TensorFlow!

​https://github.com/macports/macports-ports/pull/7575 already proposes switching from bazel-2.0 to bazel (3.5.1).
