pipenv @2020.8.13 crashes with "--user" option

Description

When trying to install any python package with

 pipenv install --user PYTHONPACKAGE

the install always fails with

As of pipenv 2022.4.21 there is no longer a pipenv install --user option per pipenv install --help.
