Port postgresql-jdbc fails to build/install

Description

The current version of the postgresql-jdbc port, which uses version 42.2.16 of the driver, fails to build and install because for whatever reason the source file gets a not found error on the driver's home page. A simple fix would be upgrading to the most recent version (4.2.19). A corresponding patch for the Portfile is attached.
