wget2: add new port

Description

While wget2 is still in the release candidate stage, it's far enough along that we can add a new port for it.

Why should we make a separate wget2 port? Usually we would update the wget port to the latest version once it is released. I read that wget2 is a rewrite, but I did not see a statement about whether or not it is backward compatible. If it is not, then that would be a good reason for a separate port.

Correct, it's a rewrite. So I wouldn't count on 100% backward compatibility/behavior.

Hence the separate port.

It is packaged as wget2 by other distributions already: https://repology.org/project/wget2/versions

Upstream finally released their first official GA in Dec 2021 - and another minor release, in May 2022 - so it would now be worth tackling this.
