pypy: update to 7.3.6 & 7.3.7, add pypy38 subports

This removes the pypy-bootstrap port, as it's essentially a kludge.
Instead, just add the binary interpreter as an extra distfile when
needed. The core motivation for this is that it links against some
libraries in /usr/local, and shouldn't really ever be left around
anyway.

As another change, we install the Python 3.8 subport directly into
${prefix}, as it now satisfies the mtree requirements.
