octave @6.3.0+qt5: GUI does not work

Description
The Octave GUI and app do not appear to run on M1 / Big Sur, but appear to build and run correctly on x86 / Big Sur. I have build both with the +qt5 variant.
When Octave starts on M1 / Big Sur, it says:
octave: no graphical display found octave: disabling GUI features
