I had just upgrade from macOS Monterey to Ventura 13.1, and had reinstalled MacPorts, and was reinstalling ports.

From what I can tell, getrandom is a glibc function. macOS doesn't use glibc and doesn't have this function, so this function should be added to the global exclusion lists. It's not specific to expat or any other port.
