Description

I am having a problem installing man-db on macOS Ventura on apple silicon. Building man-db failed and I got some error output. Since I do not know compiling and building process, please feel free to request any necessary information and I have also attached the log.

We see the same problem on our Ventura x86_64 build machine.

man-db: requires groff to build

groff is not available in system on Ventura+
closes: #66635
