libpaper: please switch to friendly fork

Description

IMHO, a big problem of the Debian 'libpaper' library is that it is GPL-2 only. This currently makes more than 20 ports non-distributable; some of them are quite important like 'gimp', 'ghostscript', or 'ImageMagick'. The complete list is below.

However, there exists a 'friendly fork' at ​https://github.com/rrthomas/libpaper that comes with both a GPL-2 and GPL-3 license. I thus suggest to switch to this port.

Here are the relevant results from not-distributable.txt as produced by Joshua Root's all_distributable.tcl script (​https://gist.github.com/jmroot/f84c329919356bfb1ed2d8425f3cfebb), executed on my macOS 10.7.5 machine.
