macbookpro 16" late 2021 M1 Max
OS Ventura 13.2.1

After sudo port selfupdate attempted to start jupyter notebook and start .ipynb file.

jupyter-notebook-3.11 starts but python311 kernel fails to connect.

Installing py-comm fixes the issue for me.
