spatialite: Add proj9 variant

Description
After the gdal 3.6.3 update is merged, installing gdal will cause both proj8 and proj9 to be installed because gdal now defaults to its +proj9 variant while its dependency spatialite defaults to its +proj8 variant. Is spatialite compatible with proj9? If so, can a proj9 variant be added to spatialite and made the default?
