ffmpeg-devel should perhaps be updated to v. 5

Currently it mirrors ffmpeg, which serves no purpose.

We also should disable rav1e on 10.6 when building for ppc, since there is no Rust for it.

I'm already aware of the need to disable rav1e for PPC, per your other comments (both in Trac, as well as via GitHub).

As for adding v5, we're going to skip that, unless there's a definitive need for it: Upstream is already at v6, and that's covered by ffmpeg6.

As for the role of ffmpeg-devel, it's not superfluous, as it let's us pre-validate proposed changes to ffmpeg.
