py-autobahn: Add py311-autobahn and py312-autobahn subports

Description
Adding py311-autobahn is currently needed to update buildbot to use python311.
Not sure if the version of autobahn we have in MacPorts is compatible with python311; there are newer versions available so it could be updated.
There are other related crossbar ports that may need updates as well.

The default Python version in MacPorts shall be 3.12 as of January 1, 2024, so adding py312-autobahn would be good as well.
