This seems to be an upstream bug: https://bugs.documentfoundation.org/show_bug.cgi?id=158108
I opened a PR which updates the port to version 7.6.4.1 and includes a patch for ICU 74. Please test if it also fixes LibreOffice for you. https://github.com/macports/macports-ports/pull/22169
