Ruby: perhaps get rid of separate rb19 ports and move those to subports?

Description
It appears pretty inconsistent: rb18- are in fact subports (see rb-rake, for example), but rb19- are separate ports.
Are there good reasons to have it that way?
Or otherwise maybe more rb18- into separate ports too, and then update rb- ports to current versions for modern Ruby.
