Description
This issue is unrelated to a recent poppler update and resulting breakage. Prior to that situation was the same, at least recently.
scribus-devel builds with no issues, but the app does not run.
Possibly, we just need to update it finally for new systems.

Define "does not run".
The app does not start. There is no crash info, it just tries to start and quits.
(Unfortunately, I do not remember for sure if I tried to run it earlier on Sonoma.)

Can you try launching it in the Terminal, as in run /Applications/MacPorts/Scribus-devel.app/Contents/MacOS/Scribus? This might show some error messages.
