I'm going to attach 2 new portfiles: p5-appconfig-std and p5-net-dict ports (the latter depends on the former). Could anyone review them?

In particular, for p5-net-dict, I had to add a variant to avoid a possible conflict (one may want to install both dict and p5-net-dict). I don't know if there's a recommended solution.
