solfege: update from 3.14.9 to 3.16.3

Description

I'm the maintainer, but I don't have commit privileges, so someone else will need to commit this.

Two old patch files, patch-src-configwindow.py.diff and patch-src-mainwin.py.diff, can now be deleted.

I updated the port in r67985. Your Portfile patch did not apply to the current version of the Portfile (was made for a 3.14.1 version of the Portfile) so I had to make the changes manually. In the future please supply patches that apply cleanly to the current version of the Portfile in the repository.

I also added code to disable the universal variant, since this port does not install any compiled files, and to indicate that it is noarch (with MacPorts 1.9+).

Thank you! Sorry about using the wrong version for the diff; apparently I misnamed the 3.14.9 version "Portfile.org" and had my old 3.14.1 Portfile.orig in the same directory. Thanks for letting me know about the other changes, too.
