libxc @2.0.1 can do parallel build

Description
libxc has "use_parallel_build no". This was necessary for libxc 1.1, but is not for the current version. (I fixed the dependencies to enable this before the 2.0 release.)
Also, there is no need for "-C -ansi" in the cpp command, as far as I know.
Attached is a patch that enables parallel builds and removes "-C -ansi".

I apologize, it turns out in some cases the parallel build of libxc 2.0.1 still might fail, so I withdraw the suggestion. This ticket can be closed as invalid. I will move the comment about FCCPP to ticket #38901.
