ta-lib @0.4.0 wrong path in utility script

Description

TA-lib provides ta-lib-configure script that should print out compiler and linker flags but it just prints out -I/include/ta-lib and -L/lib instead.

The script content has to be replaced manually since the upstream build script is broken.

This ticket also tests if current maintainer is still interested in the port.
