Warn of known to fail ports

I just spent an hour trying to use port inkscape into Mojave.

This gave me a black drawing screen with 100% cpu time.

Turns out, this has been a verified issue (#57925) for more than 3 weeks. The ports mechanism should warn the user if there are known issues before proceeding (maybe even listing the known ticket).

This would greatly improve the user experience of ports.

Note that there are currently 14 tickets open about inkscape, yet it works fine for me on High Sierra. The mere existence of a ticket for a port does not mean that every user will experience a problem with that port. Therefore, I think we have to be careful about giving the user too much information, if that information is not necessarily relevant to their circumstances.
