Summary: Unable to install py38-cairo → py38-cairo: Package 'libpcre', required by 'glib-2.0', not found

Similar to #60034, it shouldn't have been possible to install cairo without pcre being installed as a recursive dependency.

That is suspicious. What does port provides /opt/local/lib/pkgconfig/cairo.pc say?

I've deleted everything including opt/local and tried again with no errors.
