macOS Big Sur build failure

I tried to build MacPorts from source on the release version of Big Sur (+latest Xcode +command line tools) and get a build error:

configure: WARNING: sqlite3ext.h: accepted by the compiler, rejected by the preprocessor!

Duplicate of #61438.

MacPorts 2.6.3 is not compatible with macOS 11. Use the latest code in our 2.6 branch instead. We will release MacPorts 2.6.4 with support for macOS 11 soon.
