Fetching darwin_20 archives fails on Big Sur

Description

Installing of (lib)gcc10 fails on Big Sur (MacOS 11). It seems that libgcc10-10.2.0_1.darwin_20.x86_64.tbz2 is not present on any of the sites.

That's both because we've only just started building archives for Big Sur and it'll take weeks before they're all done, and because many ports cannot currently be built on Big Sur. gcc10 was just fixed -- see #60908 -- but we were unable to build it for an unrelated reason -- see #57198, #43869.

Lack of archives is not a bug in and of itself.
