Fetching darwin_20 archives fails on Big Sur

Description

Installing of (lib)gcc10 fails on Big Sur (MacOS 11). It seems that libgcc10-10.2.0_1.darwin_20.x86_64.tbz2 is not present on any of the sites.

That's both because we've only just started building archives for Big Sur and ​it'll take weeks before they're all done, and because many ports cannot currently be built on Big Sur. gcc10 was just fixed -- see #60908 -- but we were unable to build it for ​an unrelated reason -- see #57198, #43869.

Lack of archives is not a bug in and of itself.
