icet downloads html instead of the tarball

Tried on two machines and via VPN, same result.

Upstream does not seem to host the files anymore

Sandia National Labs does not seem to be hosting these files anymore (although at least one website seems to be working).
There seems to be a GitLab hosted site, but it may just be easier to use MacPorts for master_sites.

It is probably worth adding Gitlab into the portfile then.
