Support extracting .7z archives using p7zip

It would be nice if MacPorts base could automatically handle distfiles compressed in the .7z format, using a new "use_7z" setting.

Added "use_7z" to the code in r46918.

The manpage, the Guide and the ChangeLog still need to be updated.

Would it be more appropriate to call it "use_7zip", to match use_bzip2 which has the name of the format rather than the file extension?

I'm open to changes, but according to the 7-zip web site, 7z is the name of the format. See also the 7z WikiPedia page.

Merged to 1.7 branch in r48236. Guide updated with use_7z in r48254. Man page for trunk updated in r48255 and on 1.7 branch in r48256.

As far as naming, if the format is called 7z instead of 7zip, then the current name makes sense to me...
